- <p> U.N. Secretary-General Boutros Boutros-Ghali has begun a
- much needed streamlining of the organization's unwieldy
- bureaucracy. Among the first to go was Therese Sevigny, the
- Canadian who headed public information. But that leaves no
- top-ranking women at the New York City mother ship of the
- institution that purports to represent everyone on earth. Women
- at the U.N. are fuming. The U.N. charter clearly prohibits sex
- discrimination. Well, it sounds good.
